Philip Leung is an executive with 3 decades of hands-on experience in internet, computer software, hardware, and semiconductor. He is currently Managing Partner in Commence Technology Partners, a service firm providing consulting, management and revenue generation for US technology companies entering the Asia market and vice versa.

Philip previously served as Managing Director of East Asia in Compaq Computer, APAC President in Rackable Systems (renamed SGI), CEO in Chinese Books Cyberstore, CEO in ITVentures, CEO in Vtech Computer, APAC President in Quantum. He also served in various senior executive positions in AMD, both in Silicon Valley and in Asia.

Philip launched the Pearl River Delta chapter of AAMA (Asia America MultiTechnology Association), serving as Founding President. He is an AmCham Governor, Executive Committee Member, and founding Chairman of China Affairs Group. He was Advisor in the Office of the IT Legislator in HKSAR. He holds an MBA from Harvard, and a BSEE from Hong Kong University.
